I usually like to search for all these things myself. But here I have already crossed the area and circled this Oil Pump Camp 'The Pipes' a few times. Someone wrote on English forums that this is a bug, but one comment still helped.
Insignia is located on the opposite side of the camp from the main entrance. It stands sideways there and is hard to notice. You can get it with a harpoon.
